It is the simplest of simple methods to catch them. Simply tie a small hook on the end of your fishing line, bait with some clam, and allow the baited hook to drift behind the boat. A split shot or two a couple or three feet above the hook will allow a deeper presentation.
Some folks like to use bobbers, but I avoid their use because if there is a breakoff above the bobber the hapless fish is doomed to dragging the bobber around behind it, not able to dive, or keep up with its school. Most likely it will not be able to feed, and if so will starve.
Use 15-17lb test, a rod with good backbone or the fish will break it. Fresh clams from Farm Fresh work, or buy sea clams. My buddy has used canned clams with equal success.

Chumlord and Lou are correct, but they did leave out use a small strong hook, they will straighten out a hook in a heartbeat if it is too weak.

Get fresh clams still in the shell. Crack the shells open and pull them apart in pieces like you were going to make chum, shell and all. I watched this first hand last year at the CP light tower. We only had squid but the other two boats beside us ( and yes they told us to pull right in between them) was doing this. These were some nice guys because we were almost 15 feet from one another. But it was like sharks a seal feast. i thingt I caught a few on bare hooks. Maybe not but the fresher the clams the better. Like the other has stated strong hook, strong line and a good rod be cause the reel will be screaming. I never knew hard these fish could fight. One of the guys on my boat snagged the fish in the back and it took about 10minutes to get it in. Not to bad on the table also.

Ive never fished up there so i dont know how many "jellyball" jellyfish yall have, but in SC we have torn them up by netting jellyfish and cutting them into small peices. Strong hooks are VERY important. We used a coathanger and strung 5 or 6 jellyfish on it for chum. This brought them right to the boat. Obviously wear good gloves with the jellyfish.
