Engine running rich at start up

I have noticed that my starboard engine ( Cusader 350XL carbueretor equipped) is running rich when first started. I can actually see the unburnt fuel exhuast drifting up , and a slight sheen on the water. If I pick the RPMs up a bit then bring back to idle it clears up. I am thinking this is just a choke problem. But , could it be something else? Just putting togther a few observations on the few times I have filled my tanks I noticed the starboard side tank has taken about five gallons more than the port.

the choke is probably no opening fast enough also look at the the transparent yellow hose going to the flame arrestor or top of the carb. while the engine is running, if this hose has fuel in it, that is the tell tale that your fuel pump is going bad and dumping fuel into the carb also causing a rich condition, most likely a choke problem tho.
